These steps will affect all sims in town unless you indicate Castes to Allow or Disallow. From City Hall or a Computer>NRaas>Story Progression>Town Options>Death:Allow Aging should be set to True. The ones I use the most is Master Controller. You can use it to rename Sims, adjust their age, skills, family relationships, relationships with others, family funds, add Sims in houses they couldn't afford and much, much more. Story Progression is a great mod too, especially if you get all the modules associated with it.
So you see, this is why so many players use SP mods like NRaas. SP mods correct these weird and illogical twists in Sims 3 and they try to change the gameplay story of the currently inactive households more meaningful, logical, and consequent. Go to NRaas -> MasterController -> Town -> Object Stats -> Inventory and hit the check mark button to accept. Select the objects titled "Objects.Vehicles.HiddenAdultBroom" and "Objects.Vehicles.HiddenChildBroom" (if you have any witch children in your town) and hit accept. In the next window, select the line that says (All) and hit accept.
