For every block in the nether, you go 8 in the overworld, and portals follow this too. Say the fortress is 100 blocks away from your home nether portal (in the nether), and you make a portal there. When you go through it, you will be 800 blocks away from your house in the overworld. Just because the game automatically made a portal in the nether does NOT mean it was placed at the correct coords. To solve your issue (if you want) Go to the proper coords in the nether. (Might have to do some guess work if you don't have coords). Build you a nether portal and light it. Problem solved.
Right now you've got both Portal 1 and 2 linked with Portal 3 (in the Nether) Go to your Portal 2 and write the coords. Divide them by 8, and then go inside the Nether. Go to the coords you divided and build a new portal there (Portal 4), that should link Portal 2 and 4, and Portal 1 and 3 should also be fine. You can even do this to travel
3) Foxel's nether portal tower. Players can build this Nether portal design out of materials commonly found in the Overworld. This portal is designed to look like a tower, and does so by I am in the nether. Portals are lit and are not near each other. We just added a new portal that allowed me into the nether, but now none of them will allow me back to the overworld. I have tried 3 different portals and none of them work. I have logged out and logged back in. We only have 4-5 portals in the nether that are quite spread out.

Confirming that nether portals are allowed on the server by creating another new world (through the server this time) and entering the nether. Taking nether files from other worlds (after confirming they work) and moving them over to this world. restarting the server. restarting the game. Waiting for 1.17.1 to see if it was a bug that got fixed.
